Our agency is in the process of updating our strategic plan. We are currently deciding what our goals as an agency should be for the next three years. We want to make sure we focus on what matters most to the people we support, to the partners we work with, and to Butler County residents (our taxpayers). Eligibility now provided through SWOCOG
This eligibility department is in the process of moving to the umbrella of support provided by the Southwestern Ohio Council of Governments (SWOCOG). The transition will officially occur on August 1, but we are already working together to ensure the process is seamless for the families and individuals we serve.
Due to the transition, there may be a slight delay in communication. Until August 7, there will be a limited number of in-person assessments as we work to transition as smoothly as possible. Please know that all information submitted during that time, whether via email or phone call, will still be attached to your case file.

If you’ve ever walked into the Boymel Drive McDonald’s in Fairfield, Ohio, on a busy weekend and been greeted with a cheerful “Good morning!” there’s a good chance you’ve met Todd Frasher.
Todd joined the McDonald’s team in July 2022 as a Guest Experience Leader, a title that couldn’t be more fitting. With a warm smile, unmatched kindness, and an unwavering commitment to customer satisfaction, Todd brings positivity to everyone he meets. Whether he’s ensuring the dining room is spotless or checking in to make sure every guest is happy with their order, Todd’s presence is a true gift to both customers and coworkers.
“Todd is the boss.” According to his McDonald’s teammates.
BCBDD Employment Navigator, Libby Grove, said Todd is an extremely hardworker and has a great personality.
“Todd is a breath of fresh air,” Libby said. “He is exceptionally patient, kind, hardworking, and has the best sense of humor. He wants everyone to be happy and is always the first person to offer his help. It’s always a good day when I get to see Todd.”
Todd’s impact goes beyond the job. His care and consistency have built meaningful relationships with regular customers—one even brought a cake to Todd’s 50th birthday party, while another left him a $20 tip for his excellent service.
“McDonalds gets really busy on the weekends,” Todd said. “I make sure customers are happy and they tell me I am the best one they have ever met. Then people will come up to me and say ‘Good morning, Todd!’ That makes me feel so good.”
Todd’s SSA, Heather Dugan said it’s been a joy watching Todd excell at his job.
“All the good things of humanity wrapped in one person,” Heather said. “That is Todd, the best.”
Todd works four days a week and receives job support through Buckner Employment Service and Training. His job coach, Karen Fishbough, visits twice a month to check in and support Todd’s continued success.
Outside of work, Todd enjoys spending time with his girlfriend, watching Ohio State football, going to concerts with his roommate, and playing softball.
