BCBDD Welcomes New Board Member Filomena Nelson

The Butler County Board of Developmental Disabilities (BCBDD) is proud to welcome Filomena Nelson as she begins her first term on the Board. With a powerful combination of professional expertise, personal experience, and a deep appreciation for community, Filomena brings a meaningful perspective to her new role.

Filomena’s journey to Butler County began when her husband’s career with GE brought their family from New Orleans to the Cincinnati area. Attracted by the strong reputation of Lakota Schools and the chance to be closer to family in Pennsylvania and New York, the move quickly became something more significant.

“We had no idea we had landed in a school system and a county that would shape our lives in such a positive way,” she shared.

That experience helped shape Filomena’s passion for advocacy and service. Her connection to the disability community began early, volunteering with individuals with disabilities in high school and continuing as a camp counselor throughout college. She went on to earn degrees in Elementary Education and Special Education for the Visually Impaired, followed by a master’s degree in Rehabilitation with a focus on Orientation and Mobility.

Throughout her career, Filomena has provided early intervention, academic support, and mobility training for individuals who are blind or visually impaired. She has also worked closely with families, educators, and therapists to ensure individuals receive well-rounded, supportive care. Today, she brings additional expertise as a leadership and communication consultant/coach.

Alongside her professional background, Filomena offers a deeply personal perspective as the parent of an adult with a disability. She credits BCBDD and the Lakota School District as instrumental in her son Gregory’s journey.

“With BCBDD’s support, Gregory graduated from high school, attended Wright State, lived on campus, and earned his degree,” she said. “Today, he lives independently in his own condo and works in a job BCBDD helped connect him with. We are so grateful to live in a county that truly partnered with our family.”

That gratitude inspired Filomena to serve.

“I would like to give my time and talent to the Board that has done so much for us,” she said.

In her new role, Filomena is excited to continue making a difference by supporting programs and decisions that directly impact individuals with developmental disabilities and their families.

“I’m looking forward to working alongside others who care deeply about this mission,” she said.

During her time on the board, she hopes to focus on ensuring individuals and families feel heard, supported, and connected. Inclusion remains a top priority, along with advocating for resources that support both families and the professionals dedicated to this work.

“I hope to make a difference by being a strong advocate who listens,” she said. “Individuals and families have unique experiences, and those perspectives must be reflected in our decisions.”

Filomena’s commitment to community is rooted in her upbringing in a large, close-knit family in a small city where connection and belonging were part of everyday life. That foundation continues to guide her work and perspective today.

“I love seeing individuals persevere through challenges to achieve their goals,” she said.

Filomena also hopes the community understands the important role BCBDD plays.

“BCBDD supports individuals by connecting them to services, promoting independence, and helping them be included in the community,” she said. “They also provide guidance for families and partner with the community to create opportunities and raise awareness.”

Looking ahead, she encourages continued progress in building inclusive spaces and expanding accessible housing options throughout Butler County, while fostering a community where individuals with developmental disabilities feel valued and included.

Her message to the individuals and families served by BCBDD is simple but powerful:

“Your voices do matter. You enrich our community. We are committed to helping you access opportunities, build independence, and achieve your goals.”

With her experience, compassion, and unwavering dedication, Filomena Nelson is ready to help shape a more inclusive and supportive future for Butler County.
