In May 2026, Butler County voters approved a new 2.0-mill property tax levy, reaffirming their commitment to supporting children and adults with developmental disabilities. This was in response to our current state of fiscal emergency that will remain in place until collections for the levy begin in 2027.

For more than two decades, Butler DD stretched every tax dollar as far as possible. We delayed asking voters for additional funding even while demand for services continued to grow and the cost of providing those services increased dramatically. Along the way, we consolidated facilities, transitioned services into the community, and reduced our workforce.

When those efforts were no longer enough to sustain essential services, we made the difficult decision to declare a fiscal emergency and ask our community for help.

Thanks to the the passage of the 2-mill levy in May of 2026, the Butler County Board of Developmental Disabilities is now funded through three continuous property tax levies: a 2-mill levy passed in 2000, a 1-mill levy passed in 2004, and a 2-mill levy passed in 2026. As continuous levies, the value collected is a fixed rate. The amount collected is based on the value of the property at the time the levy passed. As your property value increases, what BCBDD collects will not increase.

1,329 babies and toddlers received Early Intervention Services

2,958 were assigned to Service & Support Administrators

511 received Behavioral Supports

57 received Employment Navigation supports

To remain fiscally solvent, we’ve made some dramatic changes over the years: We have transitioned our day program services to providers in the community, consolidated facilities and reduced our workforce. It has allowed us to stay off the ballot for over 20 years while creating little to no disruption to services.

At the request of county officials, we even gave about $7.2 million back to taxpayers via a rollback in 2020 and 2021.
