Quality Assurance and Medicaid Services
The Butler County Board of DD’s Quality Assurance and Medicaid Services office reports directly to the Superintendent of Butler County DD.
The Quality Assurance office includes personnel who:
- Oversees program compliance with external rules and standards
- Listens to concerns or complaints about supports and seek resolution of problem situations
- Assesses the “fit” between the services people get and what they want and need
- Responds to reports of abuse, neglect, or other unusual incidents that affect people with disabilities

Office of Incident Review
This office conducts reviews of reports of abuse, neglect, or major unusual incidents involving persons with developmental disabilities. This office also monitors responses to incidents. Office staff members work with local law enforcement officials to support investigations and prosecution of individuals who are suspected of abuse and/or neglect of people with developmental disabilities. The office also works closely with Butler County Children Services regarding allegations of abuse and/or neglect of children up to the age of 21.
All investigations completed by this office of submitted to the Ohio Department of Mental Retardation and Developmental Disabilities for review and approval.

Quality Enhancement Coordinators visit people with developmental disabilities who live in supported living arrangements or in state licensed facilities funded through the Waiver Program, It is the intention of visits to observe and listen to the desires and needs of individuals and others who are close to them to enhance the satisfaction with how an individual is supported within their home.
The Ombudsman receives and looks into complaints or concerns about services offered through the DD program. The Ombudsman can advise people about how to use the more formal complaint or appeal processes and can make suggestions to the program or its affiliated organizations about how to resolve problems that may result in unfair treatment. Members of the staff of Medicaid Services develop, support, and monitor services associated with the waiver programs. This does NOT include any day habilitation or employment service support through the waiver (these services are monitored by the Ohio Department of Mental Retardation and Developmental Disabilities).
There are two staff in this division called Provider Relations Coordinators and they work closely with private agencies or individuals who want to provide/or do provide residential support to individuals on the waiver.
These coordinators work to seek out private providers of supports, particularly for individuals whose have complex needs. They also work with all providers, when needed, to help them through the certification process to be a waiver provider. They provide on going training and support to private providers; but also monitor the providers for compliance with rules and regulations.
